Cambodia-Thailand border dispute: OIF Secretary General calls for compliance with the 1962 and 2013 ICJ rulings

In the ongoing tense situation over the border dispute between Cambodia and Thailand, the Secretary General of the International Organisation of La Francophonie (OIF), Her Excellency Louise Mushikiwabo, has strongly reaffirmed the paramount importance of respect for international law. In a statement released on 30 July, she urged both countries to comply with the decisions handed down by the International Court of Justice (ICJ) in 1962 and 2013, key rulings that remain at the heart of the ongoing border disputes.

This reminder comes after the recent agreement between Phnom Penh and Bangkok for an ‘immediate and unconditional’ ceasefire. Louise Mushikiwabo welcomed this initiative as tangible evidence of a shared commitment to peace and enhanced cooperation, which are essential for stability in the region. She called on both sides to continue on this path, stressing the need for continued dialogue to achieve a lasting resolution of this dispute, which is often a source of tension.

‘We congratulate all those involved for their prompt return to dialogue, which reflects a sincere commitment to peace and mutual respect,’ the Secretary-General said. She said that the full implementation of the ceasefire was a fundamental milestone that would pave the way for a solid and sustainable peace in the long term.

Louise Mushikiwabo also expressed her solidarity with Cambodia as it prepares to host the 20th Francophonie Summit in 2026, a major opportunity for the Kingdom to play a leading role in promoting peace and cooperation within the Francophone community. This diplomatic gathering will highlight the importance of a shared commitment to the peaceful settlement of disputes and the defence of international principles.

The International Organisation of La Francophonie now comprises 93 states and governments, including 56 full members, 5 associate members and 32 observers. It embodies a space for dialogue and multilateral solidarity, positioning itself as a key player in supporting peace processes and consolidating regional stability.

At a time when these two nations share a complex history exacerbated by territorial claims, calls for restraint and respect for international judicial decisions are imperative to avoid further escalation. The international community, represented in particular by the OIF, remains mobilised to support peaceful solutions that guarantee the sovereignty and security of all.

Thus, in this sensitive matter, the role of the International Court of Justice remains central: its judgments form the undisputed legal basis for the equitable resolution of this dispute. The voice of the OIF, through Ms Mushikiwabo, helps to reinforce this call for respect for international norms, the cornerstone of lasting peace between Cambodia and Thailand.
