Cambodia at the Forefront of ASEAN: A Decisive Summit for Regional Integration and the Kingdom’s Diplomacy

In Kuala Lumpur on October 26, 2025, ASEAN held its 47th summit in an atmosphere of optimism and renewed will for regional integration. With the Cambodian Prime Minister Samdech Moha Borvor Thipadei HUN Manet, in the presence of regional and international leaders, this summit stood out with major announcements on stability, innovation, and multilateral cooperation.

Cambodia, a Key Player in Regional Diplomacy

Prime Minister HUN Manet warmly welcomed the historic admission of Timor-Leste as the 11th member of ASEAN, a symbolic advance for the unity and dynamism of the bloc.

In a volatile geopolitical context, he reaffirmed Cambodia’s unwavering commitment to a resilient, innovative, and united ASEAN. He highlighted three essential priorities: strengthened regional integration, digital transformation through the ASEAN Digital Economy Framework Agreement (DEFA), and accelerated green growth driven by the expansion of renewable energies.

Leadership and Multilateral Cooperation

During associated summits— notably the 13th ASEAN-US Summit, the 28th ASEAN-Japan Summit, and the 22nd ASEAN-India Summit— Cambodia positioned itself as a strategic pivot between Southeast Asia and its external partners. In exchanges with US President Donald J. Trump, Samdech Thipadei emphasized the importance of American support for digitalization and innovation, while stressing coordinated efforts against transnational crime and enhanced institutional capacity.

With Japan, he advocated for increased cooperation in cybersecurity, green development, and digital connectivity. The relationship with India highlighted the growth in trade exceeding 123 billion dollars, and promoted inclusion through digital transformation, fintech, and data protection.

Advances in Peace and Stability

The summit was also marked by the signing, under US auspices, of a historic joint declaration aimed at consolidating peace between Cambodia and Thailand. The King of Cambodia expressed his gratitude to Donald Trump for his mediation and diplomatic vision, seen as decisive for regional security.

Moreover, Cambodia played a leading role in implementing the five-point consensus on the Myanmar crisis, promoting peaceful dialogue and respect for the principles of the UN Charter and ASEAN.

Youth, Ecological Transition, and Tourism

The summit awarded the ASEAN 2025 prize to the Cambodian Youth Union (UYFC) for its exceptional contribution to regional solidarity and community development. This gesture reflects Phnom Penh’s desire to promote youth leadership and civic engagement at the regional level.

Finally, ASEAN declared 2026 the “Year of ASEAN-India Maritime Cooperation,” opening up increased prospects in sustainable tourism, environmental preservation, and inclusive development.

Cambodia and the Future of ASEAN

The 2025 summit marks a regional turning point for Cambodia. Through its initiatives and affirmed commitment, Phnom Penh proves it is no longer a mere spectator of regional diplomacy but a decisive architect, capable of influencing Southeast Asian dynamics. The focus on digital transformation, green growth, and youth positions Cambodia at the forefront of ASEAN modernization.
