Cambodia and OIF Sign Five-Year Pact to Bolster French Language Education
Cambodia and the International Organisation of La Francophonie (OIF) signed a five-year action plan on 5 August 2026 aimed at strengthening French language education in the Kingdom and the training of the teachers who deliver it. The agreement comes just months ahead of a symbolic milestone for the country: hosting the 20th Francophonie Summit, scheduled for late 2026.
An agreement signed ahead of the Francophonie Summit
The agreement was signed on 5 August by His Excellency Luy David, Cambodian Ambassador to France, representing Deputy Prime Minister and Minister of Education, Youth and Sport His Excellency Dr. Hang Chuon Naron, alongside Désiré Nyaruhirira, Special Advisor to the OIF Secretary-General and acting Asia-Pacific representative. The signing falls within a particularly busy calendar for Cambodian Francophonie: the country will host the 20th Francophonie Summit in late 2026, the major gathering held every two years for heads of state and government from the organisation's member countries.
Six priorities for French language education
The roadmap signed by both parties is built around six key initiatives. It first calls for a revision of French-Khmer bilingual curricula and science curricula taught in French, paired with the production of updated textbooks. The text also emphasises strengthening French teacher training, rolling out OIF-developed digital learning platforms, and expanding capacity-building tools within Cambodia's Ministry of Education. Finally, the plan calls for deploying international volunteer teachers to local schools, to support Cambodian teaching staff on the ground.
A roadmap built for the long term
Beyond these six priorities, the agreement reflects a joint commitment between Cambodia and the OIF to improve the quality of French language instruction in the country and to support broader education reform. Opting for a five-year roadmap rather than a one-off agreement signals an intent to embed this cooperation for the long term, at a moment when Cambodia is preparing to take centre stage in the Francophone world by hosting the Francophonie Summit.
