The fourth edition of the France Alumni Cambodia Day did not simply gather graduates — it mapped, before more than five hundred guests, the contours of a collective ambition that transcends borders.
Held under the theme "Scientific Talents: Discover, Innovate, Entreprend", the evening highlighted a reality that often goes unnoticed: France is not merely the fifth most popular destination for Cambodian students worldwide — it has become, over the decades, a remarkable career accelerator in service of the kingdom's development.

A Decade of Scientific Cooperation
It was H.E. Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth and Sports, who opened the ceremony with a speech of rare depth. He immediately set the political context of the event, recalling that the Royal Government, under the leadership of Samdech Moha Borvor Thipadei Hun Manet, has made human capital the central pillar of its national vision.

Alongside him, Ambassador Olivier Richard put a decade of quiet but fruitful cooperation into numbers. Partnerships forged with MEYS, the Cambodia Academy of Digital Technology, the Institute of Technology of Cambodia, the Pasteur Institute of Cambodia, and the private sector have enabled nearly one hundred young Cambodians to join France's top universities since 2017. This year again, ten new France Excellence scholarship recipients will fly to France at the next academic intake to pursue their doctorates.

Alumni Serving National Development
The Deputy Prime Minister painted an eloquent picture of what alumni represent for Cambodia: a reserve of exceptional talent, equipped with scientific expertise, international openness, language proficiency, and intercultural experience already serving priority sectors — education, health, digital technology, engineering, research, public administration, and entrepreneurship.

But beyond individual paths, he invited the assembly to take a new step: building a genuine national alumni community dedicated to Cambodia's development. His message was clear: a high-performing alumni network does not settle for reunions — it becomes a permanent platform for cooperation, mentorship, and innovation.
An Alumni Visa: A Gateway to Europe
Among the evening's notable announcements, Ambassador Richard confirmed the introduction of a concrete measure to reward years spent studying at French universities: alumni holding a French master's or doctoral degree — along with their spouses and minor children — will now be eligible for a Schengen circulation visa valid for one to five years.

This measure is part of the momentum generated at the 19th Francophonie Summit in Villers-Cotterêts, which had made the France Alumni network an explicit lever for international professional integration. It also falls within the framework of France's new Choose France for Higher Education strategy, which aims to strengthen French attractiveness in future-oriented fields — artificial intelligence, biotechnology, energy, and aerospace.
On the Road to the Francophonie Summit
The evening also carried a sense of anticipation. Less than five months before the 20th Francophonie Summit, which Cambodia will have the honor of hosting in November 2026, the event officially launched the "Rendez-vous au Sommet" video campaign. Young Cambodians share how their years in France transformed their professional trajectories.

In closing, Ambassador Richard opened an even broader perspective, expressing hope that the official visit of the President of the French Republic next November will write a new chapter in Franco-Cambodian relations.

The evening concluded with a talent competition whose finalists won prizes offered by BRED Bank Cambodia, Vinci Airports, Decathlon, CADT, UCare Pharmacy, and Bioderma Minthacare — a reminder that behind every diplomatic network, there are also private partners who believe in the promise of Cambodian graduates trained in France.
