Phnom Penh & Education : Norea International School: OCIC Unveils New Institution and Opening Timeline

Phnom Penh, February 2026 – Overseas Cambodian Investment Corporation (OCIC) has announced the launch of Norea International School (NIS), a new international school that will welcome its first students starting in August 2026, ahead of the opening of its new campus in Norea City, scheduled for 2027.

A Dual Educational Approach: British and Cambodian Programs
Norea International School offers an international program while providing students the option to follow a Khmer track and sit for the Cambodian National Exam. The institution will provide a modern academic environment, enriched by sports, music, arts, theater, and language activities to foster student development.
The Norea City campus reached a major milestone with the groundbreaking ceremony held on February 1, 2026, marking the official start of construction.

Campuses Designed for Holistic Student Development
Set to open in the second semester of 2027, the Norea City campus will span 2 hectares and has been designed to support the holistic development of students in a secure, riverside environment. Special emphasis will be placed on sports and arts, with comprehensive sports facilities as well as dedicated spaces for recreational, creative, and performing activities.
To meet family needs more quickly, NIS will launch a phased rollout starting in August 2026 in the Élysée district (Koh Pich), welcoming students from Grade 1 to Grade 5 while construction on the Norea City campus continues.
“Norea International School is built on the belief that international education and Khmer identity can evolve together, creating an inclusive environment where every child can thrive, innovate, and succeed,” said Ms. Shailani Borges, the school’s director with over 20 years of experience in education in Cambodia, during the groundbreaking ceremony.
A Project Backed by a Recognized Educational Group
Led by Dr. Lim Lina, Norea International School is being developed by OCIC, an established player in Cambodia’s education sector. The group is behind several renowned institutions, including the Canadian International School of Phnom Penh, the French International School of Phnom Penh – which has just received IB accreditation for the Diploma Programme (DP) –, Aspen Learning Academy, and CamTech University.
NIS is being developed in collaboration with OCIC’s local and international teams as well as its partners, reflecting the group’s long-term commitment to education as a pillar of national development.

With the launch of Norea International School, OCIC continues to integrate education at the heart of its community vision, supporting environments where families can live, learn, and grow together.
