This meeting, held at the Paris headquarters of MEDEF, is part of the Cambodian government’s economic diplomacy strategy aimed at strengthening partnerships with Europe and diversifying its sources of investment. In a context of sustained growth — around 6% in 2024 — Cambodia seeks to leverage its comparative advantages: a young workforce, increasing regional connectivity within ASEAN, and a regulatory framework undergoing modernization.

The representatives of French groups present welcomed the Kingdom’s recent legislative progress. They expressed particular interest in the reforms of the Commercial Code, investment laws, and the intellectual property framework — all key measures designed to secure multinational operations.

In her address, Ms. Cham Nimul emphasized the government’s determination to promote inclusive and sustainable growth driven by trade, innovation, and international cooperation.

“The Ministry of Commerce is committed to simplifying administrative procedures and actively supporting foreign investors who wish to contribute to Cambodia’s development,” she affirmed.

This dynamic comes at a pivotal moment for Cambodia’s economy, marked by its ambition to achieve upper-middle-income status by 2030.

Recent initiatives promoting the digitalization of public services, the valorization of non-textile exports, and the energy transition illustrate a shift toward a more diversified economic model.

With this Paris meeting, Phnom Penh reaffirms its commitment to maintaining a strategic dialogue with France, already one of its main European partners. The economic rapprochement between the two countries could pave the way for new collaborations in key sectors such as renewable energy, green infrastructure, and technical training for Cambodian youth.
