Louise Mushikiwabo, Secretary General of the International Organization of La Francophonie (OIF), concluded yesterday an intense working visit to Cambodia, marked by high-level state audiences and a moving trip to the displaced persons camps on the Thai border.

Eight months before the 20th Francophone Summit that Phnom Penh will host on November 15 and 16, 2026, this diplomatic stopover reaffirms the OIF's unwavering support for Cambodian preparations, while embodying active solidarity in the face of regional tensions. In a tense geopolitical context, where the border dispute with Bangkok weighs on thousands of lives, the leader multiplied symbolic and concrete gestures, hailed by the royal authorities as a pledge of peace.
Morning Agenda: Audience with Hun Sen
Monday's day began with a key meeting at the Senate, where Ms. Mushikiwabo was received by Samdech Hun Sen, President of the Senate. During this interview, reported by Senate spokesperson Chea Thyrith, the Secretary General expressed her deep gratitude to Cambodia for its commitment to organizing the Francophone Summit, highlighting the remarkable progress in logistical matters. She particularly praised the recent inauguration of Techo International Airport, a major infrastructure that will welcome the heads of state and government from the 93 OIF member and observer states and governments.
Samdech Hun Sen warmly applauded the announcement of a field visit to the displaced populations, seeing it as a clear stance in favor of peace and against war. He took the opportunity to convey, via Ms. Mushikiwabo, a reassuring message to the invited Francophone leaders: the border dispute with Thailand will in no way hinder the success of the international event. This assurance, reiterated in official Cambodian communiqués, aims to dispel any doubt about Phnom Penh's hosting capacity, despite security challenges.
Audience with Prime Minister Hun Manet
In the afternoon, the delegation went to the Palace of Peace for an audience with Samdech Hun Manet, Prime Minister of the Kingdom. This second meeting between the two figures – after the one in Paris – allowed for a comprehensive review of Summit preparations. Ms. Mushikiwabo expressed her pleasure at returning to Cambodia and highly appreciated the logistical, security, and organizational arrangements in place. The OIF reaffirms its full support, confident in the holding of a smooth and successful event, with massive expected participation from Francophone countries.
The Prime Minister warmly welcomed the visitor, emphasizing the honor for his country to host this global Francophonie rendezvous. He detailed the key measures, including enhanced security and modern infrastructure, and thanked the OIF for its constant support since the hosting agreement was signed in 2024. These exchanges highlighted the strategic importance of the Summit for Cambodia's global outreach, an emerging country blending Khmer tradition and international openness.
Humanitarian Gesture: Visit to Border Displaced Camps
Local media describe a leader moved by the precarious conditions of the displaced, who have faced food insecurity and lack of access to basic services for months. Ms. Mushikiwabo was able to dialogue directly with the families, gathering their testimonies and reaffirming the OIF's role in promoting peace and the peaceful resolution of conflicts.
Geopolitical Context and Stakes of the 2026 Summit
This visit takes place in a tense climate, marked by sporadic clashes at the border, which have displaced thousands of Cambodians since late 2025. Phnom Penh accuses Bangkok of aggression, while Thailand invokes the defense of its territory; the OIF, neutral but supportive, thus provides crucial moral support.
Beyond the humanitarian emergency, the event aligns with Francophone priorities: promotion of the French language, digital education, gender equality, and inclusive economy.
Phnom Penh's Summit, the first in Southeast Asia since 1997, promises to be historic. The preparations, led by the Cambodian Ministry of Foreign Affairs, incorporate innovations such as youth forums and economic exchanges, inspired by the OIF's past missions in Cambodia in 2022.
Ms. Mushikiwabo, in office since 2018, thus consolidates her leadership, building on previous visits to anchor La Francophonie in the kingdom.
Louise Mushikiwabo's presence in Phnom Penh transcends classical diplomacy. It symbolizes a proactive OIF, capable of linking major events and local crises, strengthening ties with the Kingdom – a member since 1998. Cambodian authorities, unanimous, hail this support as an asset for regional stability.
