With undeniable pride, Cambodia is preparing to host the 20th Francophonie Summit, scheduled in Siem Reap in November 2026, a great opportunity to showcase its unique heritage on the international stage.
A deeply rooted Francophone heritage
Cambodia’s anchoring within the Francophonie is not recent. Since 1970, with the pioneering role of Norodom Sihanouk among the founding members, the country has woven strong ties with this vast linguistic community.
A full member since 1993, Cambodia has become a key player in promoting the French language in Southeast Asia. This historical continuity is the cornerstone of a renewed commitment where culture and diplomacy merge with the ambition to shape a stronger common future.
The choice of Siem Reap, the city hosting the majestic Angkor temples, goes beyond a mere protocol event. This world-renowned site embodies the meeting between a millenary heritage and a contemporary aspiration for peace, cooperation, and sustainable development.

The Francophonie Summit is the highest decision-making body of the International Organization of La Francophonie (OIF), gathering every two years the heads of state and government of countries sharing the French language.
The summit is chaired by the leader of the host country until the next summit and notably decides on the admission of new members, adoption of broad strategic orientations, and the designation of the Secretary-General of the Francophonie.
Political nature
The Summit has progressively taken on a resolutely political dimension, to the point that people speak of the "primacy of the political" in the Francophonie. Since the 1990s, heads of state adopt declarations and resolutions on peace, democracy, the rule of law, human rights, and crisis prevention, for example, with the Bamako Declaration (2000) which sets normative frameworks on democratic practices and freedoms.
The Summit may also decide on situations of constitutional order disruption in a member state, even suspending this state from Francophone institutions.
Cultural and linguistic dimension
Originally, Francophone cooperation focused on culture, education, and the promotion of the French language. The Summit remains a strong moment to affirm cultural diversity, defend the place of French in globalization, support cultural, audiovisual, and digital industries, and promote the idea of a "cultural exception."
Around each Summit often unfolds a vast cultural program (festivals, exhibitions, artist meetings, literary events) showcasing Francophone creation across the five continents.
Economic and development dimension
From the very first Summit in 1986, development and economic cooperation were among the four main work axes alongside culture, communication, and "language industries."
Over meetings, heads of state expanded the scope to economy, sustainable development, digital technologies, scientific research, training, and youth employability.
The Summit also serves as a political framework to launch or strengthen concrete programs via specialized Francophonie institutions, such as the Francophonie Institute for Sustainable Development or the Francophonie Institute for Education and Training.
Functioning and concrete results
The Summit generally concludes with a major political declaration setting common priorities for a given period, sometimes a ten-year "strategic framework." It also adopts thematic resolutions (education, gender equality, digital, climate, security, migration, etc.) guiding ministers and Francophone operators' work until the next Summit. Historically, some Summits have marked significant decisions: creation of the Secretary-General post, adoption of texts on democracy, cancellation or reorganization of southern countries' debts, or reforming the OIF structures to give it greater international visibility.
The Francophonie Summit is thus political, cultural, and economic: a space for high-level consultation seeking to combine the defense of the French language, promotion of cultural diversity, commitment to democracy and peace, and cooperation for sustainable development throughout the Francophone space.
