Border Conflict: When the French in Cambodia Call on Paris to Raise Its Voice

The French of the World – ADFE, Cambodia section has just sent a solemn letter to the French government calling for France to speak out forcefully in the face of the loss of human life, massive displacement of populations, and the destruction of world heritage in Cambodia.
This text, dated 14 December 2025 and signed by representatives of the association, invites Paris to fully assume its historical and moral responsibility in defending human rights, peace, and universal cultural heritage.
Who Are “French of the World – ADFE”?
French of the World – ADFE is a non-profit association recognized as being of public utility. It represents French citizens living abroad and defends their political, social, educational, and cultural rights. It is present in many countries and operates through local sections — including in Cambodia — serving as a link between French communities overseas, civil society, and French authorities.
An Open Letter to the French Government
In the letter addressed to the French Minister for Europe and Foreign Affairs and to the Minister Delegate in charge of La Francophonie, the Cambodia section expresses its concern about the “extremely serious” situation. It highlights the civilian deaths, displaced families, and the destruction of living spaces and memories that are profoundly disrupting Cambodian society.
The signatories explicitly call for a clear political stance by France that is consistent with its values of peace, solidarity, and the protection of world cultural heritage.
Human Lives and Heritage at Risk
The letter emphasizes first the human cost of the violence: deaths, injuries, trauma, and forced exile that are permanently altering the social fabric of Cambodia. It also stresses the vulnerability of cultural and natural heritage, noting that several Cambodian sites are listed as UNESCO World Heritage and represent a shared legacy of humanity that France has historically committed to protect.
A Franco-Cambodian Friendship Put to the Test
The authors of the letter recall recent official visits between Paris and Phnom Penh, including the Cambodian Prime Minister’s reception at the Élysée Palace and other high-level trips that illustrate the depth of the Franco-Cambodian relationship. They argue that this friendship cannot be built in silence in the face of human suffering. They call on France to use its diplomatic influence to promote a peaceful resolution, respect for international law, and recognition of established borders.
The Voice of the French Abroad
In conclusion, French of the World – ADFE Cambodia emphasizes that French citizens living abroad, alongside other civil society actors, bear a special responsibility to uphold the universal values of the Republic wherever they live. By jointly signing this appeal, the association’s leaders affirm that France must remain true to its history and commitments, positioning itself at the forefront in defending peace, human rights, and the safeguarding of Cambodian heritage.
