On the occasion of the elections for Advisors representing French citizens abroad, the Relais citoyen des Français du Cambodge list presents its candidates, driven by a shared commitment to proximity and concrete action. Among them is Cécile Hautemulle, a teacher who has been living in Cambodia for more than six years, embodying a vision of representation based on listening, dialogue, and supporting the French community in its daily life.

She answers our questions here.
Can you briefly introduce yourself: your background, education, and personal story?
Originally from Paris, I have been living in Cambodia for over six years. My background combines the humanities, languages, economics, and education, with a strong international and multicultural dimension.
After several experiences in project management, finance, and the social and solidarity economy sectors, I am now dedicated to teaching French and English in international schools in Cambodia.
These years spent here have allowed me to discover another way of life, more oriented toward community and human relationships, while developing a strong ability to adapt and listen in highly diverse cultural environments.
What motivated you to run in this election? What was the trigger?
I believe that effective representation begins with listening. Many French citizens living in Cambodia face administrative or educational difficulties, or simply need support with everyday procedures.
Through my experience in education and international environments, I have always been committed to helping, sharing knowledge, and building connections between people. When I discovered the Relais citoyen des Français du Cambodge initiative, I was drawn to its focus on proximity, listening, and concrete action in service of our community.

In your opinion, what are the main challenges facing French citizens living in Cambodia today?
Administrative procedures often remain complex for many French nationals in Cambodia, as regulations change regularly and can sometimes lack clarity.
Beyond these practical aspects, there is also a strong need for proximity, dialogue, and human support—especially for families, teachers, young professionals, and those newly settled in the country.
Do you have specific proposals regarding French education in Cambodia—access, cost, quality?
French education and the Francophonie play a key role in the relationship between France and Cambodia. It is important to continue supporting bilingual programs, language training, and educational initiatives accessible to as many people as possible.
Issues of access, cost, and family support are also essential. We must continue exploring solutions to maintain high-quality education while making these educational pathways more accessible.
What is your vision for strengthening France’s cultural and linguistic influence in Cambodia?
France’s cultural and linguistic influence in Cambodia must continue to evolve with the times. New technologies, digital tools, educational exchanges, and cultural projects can help promote the French language in a modern and dynamic way among younger generations.
Today, the Francophonie represents a genuine space for dialogue, openness, and cultural exchange, in which Cambodia plays an important role.
What message would you like to send to French citizens in Cambodia who are still hesitant to vote?
Every vote expresses your voice, which matters and directly contributes to shaping the future of our community. This election is important because it concerns very concrete everyday issues: education, administrative procedures, social protection, and the representation of our local realities.
It is essential that everyone can participate and make their voice heard, regardless of their background or how long they have lived in Cambodia.
