The U.S. DFC and OCIC sign a letter of intent for strategic financing of 100 million dollars for Techo International Airport

The U.S. International Development Finance Corporation (DFC) and Overseas Cambodian Investment Corporation (OCIC) have signed a letter of intent concerning strategic financing of 100 million U.S. dollars in support of Techo International Airport, the new international gateway of Cambodia and one of the country’s largest infrastructure investments.

The agreement was signed by Oknha Dr. Pung Carolyne, Vice President of OCIC, and Caroline Vik, Chief Policy Officer of the DFC

“Today marks an important milestone for Techo International Airport,” said Oknha Dr. Pung Carolyne, Vice President of OCIC. “The proposed financing from the DFC reflects confidence in Cambodia’s economic future and in the airport’s role as a gateway for trade, tourism, investment, and regional connectivity. It also demonstrates the project’s commitment to international standards as well as its long-term value for the country’s development.”

“We are very pleased to be here. We are particularly excited about making this first investment with you. We hope this will be the first of many investments, both with your company and more broadly in Cambodia,” said Caroline Vik, Chief Policy Officer of the DFC.

Beyond the proposed financing, the letter of intent highlights the project’s alignment with governance and transparency standards, as well as environmental and social requirements expected by major international development finance institutions. This agreement is expected to further strengthen investor confidence in Cambodia’s infrastructure sector and reinforce the country’s attractiveness as a long-term investment destination.

Techo International Airport has also received international recognition for its design and operational vision. It was recently recognized by Skytrax, one of the leading global airport rating organizations, and named among the world’s most beautiful airports by Prix Versailles. These distinctions highlight the airport’s growing profile as a major regional aviation hub and an iconic infrastructure project designed to support Cambodia’s connectivity and economic growth for decades to come.

The DFC financing is also part of OCIC’s growing engagement with U.S. institutions and companies, including the U.S. Embassy in Cambodia, the American Chamber of Commerce in Cambodia (AmCham), as well as major U.S. corporations such as General Electric, OTIS, Caterpillar, CISCO, and Ford, across the mobility, engineering, and infrastructure sectors.

This financing reflects strengthening economic cooperation between Cambodia and the United States, particularly in sectors such as aviation, infrastructure, logistics, trade, and investment.
