La French Tech Phnom Penh and MPTC Discuss FrancoTech and the Future of Cambodia’s Technology and Innovation Ecosystem

La French Tech Phnom Penh met H.E. Dr. Chea Vandeth, Minister of Post and Telecommunications, and senior officials of the ministry (MPTC) to discuss preparations for FrancoTech, present the French Tech Forum Asia and identify potential initiatives to further strengthen Cambodia’s technology and innovation ecosystem.

The minister was accompanied by H.E. So Visothy, Secretary of State; H.E. Sam Sethserey, Director General of the General Department of Information and Communication Technology; and H.E. Seng Sopheap, President of the Cambodia Academy of Digital Technology (CADT).

Led by Thierry Tea and Cedric Kang, the La French Tech Phnom Penh delegation included representatives of Canadia Impact Fund, TechFlow Agency, Redbridge Cybersecurity, SBI APAC, OCIC and Umami, bringing together expertise in investment, technology, cybersecurity, business services and innovation.

The meeting looked at how closer cooperation between public institutions, private companies, investors, educational institutions and international networks can support Cambodia’s digital transformation, the development of Khmer talent and the access of local technology companies to international markets.

Connecting Cambodia to the international La French Tech ecosystem

La French Tech Phnom Penh presented the international La French Tech network, which brings together startups, entrepreneurs, investors, large companies and public institutions in France and in more than 60 international ecosystems.

In Cambodia, the community intends to act as a gateway to France, Europe and French-speaking markets, by facilitating partnerships, knowledge sharing and business opportunities.

The delegation also presented the latest developments on FrancoTech, held on the sidelines of the Francophonie Summit, and on the French Tech Forum Asia. The forum aims to connect the technology ecosystems of Asia and the French-speaking world, foster international partnerships and showcase Cambodia’s fast-growing innovation ecosystem.

Potential initiatives to strengthen Cambodia’s tech ecosystem

The discussions identified several areas of potential cooperation:

•         Software development and digital services: strengthen local capacity and help Cambodian companies grow in international markets.

•         Artificial intelligence and blockchain: encourage adoption, applied innovation and skills development in emerging technologies.

•         E-commerce: help Cambodian businesses reach customers in Europe, the United States and Asia, notably through potential synergies with CambodiaTrade.com.

•         Digitalisation: support digital solutions for businesses and public services, building on initiatives such as verify.gov.kh.

•         Cybersecurity: build the awareness, skills and resilience needed for a trusted digital economy.

•         Education and skills development: bring education closer to the needs of industry and contribute to the next generation of Cambodian tech talent.

The discussions stressed in particular the importance of practical skills, locally developed solutions, international connections and sustainable business growth. La French Tech Phnom Penh can contribute by connecting Cambodian entrepreneurs and technology companies with international partners, investors, mentors and potential customers, while helping them better understand and access foreign markets.

Working with Cambodia’s innovation ecosystem

Participants also stressed the importance of complementing existing initiatives and working with Cambodian organisations active in entrepreneurship, innovation and skills development, including Plug and Play, Khmer Enterprise, Techo Startup Center, the Entrepreneurship Development Fund (EDF), the Skills Development Fund (SDF) and CambodiaTrade.com.

Possible cooperation could include joint events, business matchmaking, mentoring, knowledge exchange and international delegations, combining local expertise with the international network of La French Tech Phnom Penh, notably in France, Europe and French-speaking countries.

A shared vision for the years ahead

The meeting highlighted a shared ambition: to strengthen Cambodia’s technology and innovation ecosystem through closer public-private cooperation and stronger international connections.

La French Tech Phnom Penh reaffirmed its commitment to contribute by mobilising its network, facilitating partnerships and supporting Cambodian companies in their access to international markets, with the shared goal of building the skills of Khmer talent and strengthening Cambodia’s links with the regional and global digital economy.
