Florian Bohême re-elected to the Assembly of French Citizens Abroad: continuity in his work on the ground

Florian Bohême, Councillor for French Citizens Abroad in Cambodia, announced his re-election to the Assembly of French Citizens Abroad (AFE) while traveling back to Phnom Penh via Hong Kong. The news confirms, term after term, this Cambodia-based councillor's standing within the institutional framework representing French expatriates.

A confirmed electoral success on the ground

This AFE re-election follows a clear victory in the consular elections of May 31, 2026. In the 24th constituency of French citizens abroad, which covers Cambodia, of 3,631 registered voters, only 704 cast a ballot, a turnout of roughly 19%. Despite this notably low turnout, Florian Bohême's list, "Français au Cambodge – Plus Forts Ensemble," gathered 334 combined votes, securing a clear lead over the runner-up list.

Following the national renewal of councillors for French citizens abroad, the 433 councillors elected in May 2026 went on to designate their 90 new representatives to the AFE, spread across 15 consular constituencies worldwide. Florian Bohême is one of four elected members on the "Citoyens, Écologistes et Solidaires" list for the Asia-Pacific zone, alongside representatives from Australia, New Zealand, and India.

A mandate built since 2021

This term builds on a longer trajectory. Florian Bohême was the first elected representative from Cambodia to sit on the AFE in at least 25 years, following his initial consular election in 2021. Having become a councillor for French citizens abroad in Cambodia in 2021, he was elected to the Assembly of French Citizens Abroad in Paris shortly afterward, where he soon took on the chairmanship of the Social Affairs Committee.

The role of the AFE

The Assembly of French Citizens Abroad is a consultative body made up of 90 councillors elected for six-year terms by indirect universal suffrage, drawn from among the councillors for French citizens abroad. Acting as a genuine link between expatriates and public authorities, the AFE serves as a spokesperson to the French government and institutions, and can be consulted on draft legislation concerning French citizens abroad. It can issue opinions, adopt resolutions, and propose motions on major topics such as education, taxation, security, employment, and social protection.

During his previous term, Florian Bohême chaired the Committee on Social Affairs, Veterans' Affairs, Employment and Training. In that capacity, he coordinated the Assises de la protection sociale des Français de l'étranger, an initiative aimed at modernizing solidarity mechanisms for French expatriates.

Next step: the inaugural session in Paris

The first plenary session of this new AFE term was originally scheduled for October 12–16, though the dates may be revised due to senatorial elections planned for Sunday, September 27.

In his message, Florian Bohême thanked his running mate Christine Gauthier as well as all members of the "Français au Cambodge – Plus Forts Ensemble" collective for their unwavering support.
