On October 30, 2025, Phnom Penh established itself as the nerve center of health innovation by hosting the EuroCham Healthcare Forum & Innovation Exhibition 2025 at SUN & MOON Riverside.

This unprecedented event brought together public decision-makers, hospital leaders, pioneers of digital technologies, and experts from across Southeast Asia to shape the future of connected, inclusive, and sustainable healthcare.

A Strategic Forum, Symbol of a New Era

Organized under the aegis of the European Chamber of Commerce in Cambodia, this event highlighted the new dynamics of public-private collaboration, driven by digital acceleration.

Fueled by the publication of the EuroCham white paper on digital platform governance, the debates focused on major sector challenges: governance, artificial intelligence, interoperability, security, and regulation.

Key Panel: Use Cases and Innovation in Health Service

At the heart of the forum, the panel titled "Real-World Use Cases – Digital Innovation in Health Service Delivery," moderated by Mrs. Samnangvathana Sor, co-chair of the EuroCham health committee and senior consultant at DFDL, drew focused attention.

Around her, top personalities shared their vision:

  • Dr. Ebner Yoon, Deputy CEO of Intercare Hospital

  • Mr. Tapas Mondal, leader of Fintech BIMA

  • Mr. Kevin Cöhrs, Director of Zuellig Pharma Cambodia, Myanmar & Laos

  • Mr. Pascal Catry, Chairman and CEO of Ucare Pharmacy

Each illustrated the transformations underway around three directions:

  • The emergence of digital health and its ability to reshape patient access, transparency, trust, and choice.

  • The challenges of the digital supply chain, pharmaceutical traceability, and combating counterfeit drugs.

  • New financing models, micro-insurances, and operational digitalization to respond to the diversity of Cambodian populations.

Dr. Ebner Yoon: Digital Transformation Driven by Trust

Dr. Yoon emphasized that the key in digital health is to establish lasting trust between institutions and patients. As a local pioneer, Intercare Hospital developed a platform where every medical act or transaction is transparent; patients choose their practitioner, book appointments, pay online, access complete care traceability, and benefit from teleconsultations.

This digitalization is accompanied by a shift in customer behavior: the majority of acts (purchases, appointments) now occur outside standard hours, proof of the flexibility and fluidity enabled by digital technology.

Mr. Tapas Mondal: Emerging Market Challenges and Insurance Digitalization

The BIMA leader recalled particular challenges: legislation, public education, and building insurance awareness. Micro-insurance and mobile insurance solutions are anchored in an evolving regulatory framework, and digital technology becomes a key tool to educate, inform, and transform the patient experience.

In Cambodia, digitalization offers a way to overcome societal and logistical barriers, rooting health insurance practice in daily life.

Mr. Kevin Cöhrs: Traceability, Security, and Automation of the Pharmaceutical Chain

For Zuellig Pharma, trust is fundamental. Solutions like EZ-Tracker allow verification of medicine authenticity through innovative technologies (holograms, QR codes); health professionals can trace every product from manufacturer to pharmacy, guaranteeing the patient pharmaceutical quality and safety.

For pharmacies, the EZ-RX platform facilitates orders and stock management, integrating artificial intelligence to automate processes and reduce delays. This data integration accelerates organizational efficiency; in Cambodia, small actors are also supported in their transition to a more inclusive digital system.

Future Outlook: Toward Universal and Sustainable Healthcare

A recurring theme throughout interventions was the need to align digital innovations with public policies and regulations. Speakers emphasized the centrality of the patient, the importance of social inclusion, and creating bridges between public and private sectors to ensure universal health coverage. The forum also highlighted the potential of mobile technologies and AI to deliver educational messages, optimize system management, and guarantee quality care.

A key challenge remains: ensuring the confidentiality and security of health data, meeting international standards, and training a new generation of professionals capable of navigating this evolving landscape.

Concrete Impact: Building a Cambodian Model

The expression of a Cambodian digital health model was asserted: based on accessibility, transparency, traceability, and agility, it stands out for its pragmatism and ability to absorb best international practices while respecting local specifics.

The debates highlighted the openness of actors, but also the need for adapted regulation to support innovation and protect users.
