The groundbreaking of Section II of the Funan Techo Canal marks a turning point in Cambodia's ambition to build a national maritime waterway — and to assert its economic sovereignty amid regional uncertainties.

It was a groundbreaking that was as symbolic as it was concrete. Prime Minister Hun Manet presided, alongside Chinese representatives, over the official launch of construction on Section II of the Funan Techo Canal — a flagship project for a generation that intends to redraw the commercial geography of the Khmer kingdom.
A 180-kilometre blue ribbon
Connecting the Mekong river system to the country's southern coastline, the Funan Techo Canal stretches nearly 180 kilometres across the provinces of Kandal, Takeo, Kampot, and Kep. Its primary purpose: to give Cambodia a direct maritime route between the capital, Phnom Penh, and the Gulf of Thailand — freeing the country from its structural dependence on Vietnamese ports, notably Ho Chi Minh City, for the transit of a significant share of its exports.
The project, described as the largest earth-moving undertaking in national history, requires the displacement of enormous volumes of soil along its entire route. Work on Section I was already underway; the start of Section II signals a meaningful acceleration of the overall timeline.

Beyond transit: a development corridor
Cambodian authorities are keen to emphasise the canal's broader economic reach, well beyond simple reductions in shipping costs. Along the future waterway's banks, industrial, commercial, and tourism zones are being planned, with the ambition of creating new economic hubs in regions that have so far remained largely disconnected from national supply chains.
The anticipated fall in maritime transport costs could also strengthen the competitiveness of Cambodian exports — textiles, rice, manufactured goods — on international markets. Transit times to embarkation ports are expected, according to official estimates, to be significantly shortened.
An ambition with geopolitical overtones
The presence of Chinese representatives at the launch ceremony is far from incidental. Beijing, Cambodia's strategic partner for several decades, is closely associated with the project's financing and execution, as part of its broader investment policy across Southeast Asia. For some observers, the canal illustrates how Cambodia is leveraging that alliance to build out its national infrastructure and assert growing autonomy over the management of its trade flows.
The full completion timeline for all three sections has not yet been officially confirmed. But the acceleration of works points toward a possible inauguration before the end of the decade — a milestone the authorities intend to make a symbol of lasting economic transformation.
