With the approaching elections for the Board of Directors of the CCI France Cambodia (CCIFC), three seasoned leaders are putting themselves forward as candidates: Julien Bert, General Manager of VINCI Airports; Pascal Catry, CEO of Ucare Pharmacy; and Arnaud Darc, Chairman & CEO of the Thalias Group.

Each brings solid expertise, forged at the heart of Franco-Cambodian economic relations, to strengthen the Chamber's role as an accelerator of business opportunities between France and Cambodia. Discover their profiles.

Pascal Catry: CEO - Ucare Pharmacy

Born in Cambodia and deeply attached to his roots, he maintains a personal and lasting bond with the Kingdom. From his return to the country to the launch of Ucare Pharmacy, his journey reflects a clear commitment: to put his experience and skills at the service of Cambodia's development.

Having been involved with the CCIFC for eight years, where he currently serves as Vice-President, he now seeks the Presidency to put his energy and on-the-ground knowledge at the service of the members and their success.

Convinced that Cambodia is entering a phase of major transformation, he aims to position the French private sector as a natural partner in major national projects—energy transition, infrastructure, agriculture, health, tourism, or technologies—so that member companies are fully involved in strategic decisions.

With the Francophonie Summit approaching, the France-Cambodia Business Forum will be a key lever to strengthen ties between businesses, investors, and authorities. His goal is clear: to make the Chamber a driving force for economic conquest and ensure the lasting influence of French expertise in Cambodia and the region.

Arnaud Darc: Chairman & CEO - Thalias GROUP

An entrepreneur and executive based in Cambodia for over twenty years, Arnaud Darc has long been committed to developing Franco-Cambodian economic relations.

As CEO of the Thalias Group, he has built sustainable activities in the hospitality, restaurant, and services sectors, in close collaboration with local institutions, French companies, and international players.

His career has led him to take on governance roles in several professional organizations and public-private dialogue bodies, always favoring a pragmatic, collective, and results-oriented approach.

He now wishes to join the Board of Directors of the CCI France Cambodia to contribute to its strategic directions, strengthen its institutional role, and provide concrete support to its members.

Convinced of the Chamber's key role in a context of major economic and diplomatic challenges, he puts his experience, network, and commitment at the service of the association, in a spirit of responsibility, dialogue, and loyalty.

Julien Bert: General Manager - Vinci Airports

General Manager of Phnom Penh Airport and then Techo International Airport on behalf of VINCI Airports for nearly a year, Julien Bert contributes to the development of new infrastructure linking France and Cambodia.

The dynamism, seriousness, and conviviality of the French entrepreneurial network in Cambodia impressed him from his arrival. Grateful for the solid and supportive framework that enabled his first achievements, he now wishes to contribute in turn. He is thus running for the position of administrator of the CCI France Cambodia to extend his commitment.

Having fallen in love with Cambodia 22 years ago during his first expatriation, he is delighted to return at age 45. His international career, spanning four continents in public-private partnership contexts, has led him to work in diverse sectors—transport, development, urban planning, tourism, telecommunications, or restaurants—with associative, public, and private actors.

Accustomed to reconciling viewpoints and fostering dialogue between the field and institutions, he places trust at the heart of every partnership and combines operational pragmatism with long-term vision. It is with humility and conviction that he wishes to contribute to strengthening the CCI's role in service of French companies established in Cambodia.
